Sir,
I am directed to acknowledge receipt of
your confidential letter of 25th September, 1935, and
to inform you that Government finds itself unable to
recede from the position already set out in my letter
of 19th September; in particular the analogy from
commercial practice appears, for the reasons given in
that letter, to be inapplicable.
There will of course be no objection to
this correspondence being referred to in the debate on
the second reading of the Bill.
